Who We Are

The Community Investigative Support (CIS) was founded by PNP CIDG Director, Police Major General Samuel D. Pagdilao Jr. (Ret) on August 18, 2011. The objective of the organization is to enlist, organize, train, and engage law abiding citizens from different sectors of society to become active participants in preventing and suppressing crimes, promoting public order and protecting the community against disasters and calamities.

Local chapters were organized in municipalities, cities, provinces and regions throughout the Philippines and in other countries like Japan, Saudi Arabia, Spain, and Italy. Inspired and guided by the Bayanihan spirit, volunteers selflessly offer their services, talents and resources to help in nation building, promoting peace, order and public safety in their respective communities. CIS became a distinct juridical entity/non-government organization (NGO) after it was officially registered with the Philippine Securities and Exchange Commission (SEC) on May 23, 2012.

Mission

To organize, train and mobilize the CIS volunteers into effective and efficient partners in promoting peace, order, safety, and development in the community.

Vision

To be strong, united, and effective, taking the lead in promoting a peaceful, orderly, and safe community, through the active involvement of its volunteers and in support of and partnership with the government.

Priorities

  1. Increase individual member’s knowledge, awareness, and passion for CIS and its advocacy through training, re-training, seminars, and other learning activities.
  2. Strengthen camaraderie and fellowship through attendance and active involvement in CIS meetings, projects, government, and other community activities.
  3. Resolve differences, disputes, concerns, and issues through conciliation and mediation using a grievance committee composed of senior and respected CIS elders.
  4. Recruit new members emphasizing on quality and not quantity following strict membership recruitment and acceptance procedure and ensuring that each will undergo proper orientation and other training modules.
  5. Develop and maintain good working relations with the government agencies, LGUs, and other organizations to expand networking.
